Setting Forth a precedence and example as a statute in The Rights of Free Will and Neuro Law

 In the Kantian treatises of  The Metaphysics of Morals 
,  The Critique of Practical Reason , and  The Critique of Pure Reason  we learn that the individual is responsible for the reasons of her or his actions
and the implications thereof in the results and consequences of such actions. Each individual predertermines the train of thought leading to an action
and therefore places responsibility upon one's self upon the iniciation and commencement of such an action or actions.
Knowing that we are inherently aware 
of both the logical reasons and the spiritual/ psychological / ethical / moral desires of the origins of our actions,
We heretofore take accountability
for our actions and accept the repercussions of such actions willingly.
California Statute Chapter 538 Section 52.7  outlawing forced neural implants and Section 2340A of Title 18 of the Federal Law Code and following statutes in the
outlawing of torture of an individual along with the three freedoms of the Declaration of Independence - being life, liberty, and the pursuit of happiness - and that free will is protected against the forced implant of a subcutaneous biotechnical device known as a neural implant or BCI - brain 
computer interface.
It is a crime against humanity and a violation of one's human rights to use such a device in any individual without that person's permission.
To use such a device to circumvent the
normal process in the application of law and to use such a device to
render, enact, apply, and uphold other laws even as an policy enforcer or judicial legislature
of such laws is hereby illegal, 
unethical, and immoral
according to the laws of this planet.
That the reasoning of using such a device
to control others or as a means
of entertainment is a form of terrorism and
criminal conspiracy according to
the laws of the United States and 
the United Nations.
